Jason Evans started tattooing in February of 1999 in his hometown of Aberdeen, South Dakota. In January 2005, Jason Evans opened The Neon Dragon Tattoo and Piercing Parlor in Hiawatha, Iowa which is literally across the street from Cedar Rapids.
